The Compiler of Laws is responsible for officially publishing the Session Laws of the Guam Legislature, the Guam Code Annotated and updates thereto, the Guam Administrative Rules and Regulations, Supreme Court of Guam Opinions, Executive Orders and Attorney General Opinions. See Title 1GCA § 1602.

 

The Office of the Compiler of Laws is located within the Guam Law Library, 141 San Ramon St., Hagåtña, adjacent to the Guam Judicial Center parking lot.

What is a certification of Guam law?

A certification of law is a document issued by the Compiler of Laws, in her capacity as the official publisher of Guam law. This document certifies that statutes in the Guam Code Annotated, published on the Internet through the Compiler of Laws website, constitute official publications of the codified laws of Guam. A Compiler’s certification is different from an apostille certificate.

 

How do I request a certification of Guam law?

Complete the Request for Certification of Guam Law form, which requires the following information:

  • The specific statutes or laws to be certified. For example, the laws on dissolution of marriage (divorce) is codified in Title 19 GCA, Chapter 8.
  • Whether payment will be made in-person, or whether the requestor will opt to pay by credit card.
  • Whether the certification will be picked up in person, sent by email, mailed using the U.S. Postal Service, or picked up by a delivery service (FedEx or DHL).

Submit the completed form, by dropping off at the Compiler’s Office located in the Guam Law Library, or by sending via email to guamcompiler@gmail.com.

 

How much is the certification, and how do I pay?

The cost for the certification and copy of the statute is USD $20.00. The office will prepare

a pro forma invoice after submission of the Request for Certification of Guam Law form. The invoice may be picked up from the Compiler’s Office. Payment may be made:

  • In-person at the cashier’s office in the Judicial Center in Hagåtña, or the Northern Court Satellite in Dededo. Accepted payment: cash, on-island personal checks, cashier’s check, or credit card (Visa/MasterCard/Discover).
  • Option for credit card payment: A requestor may submit a Credit Card Authorization form, and payment will be processed at the cashier’s office in the Judicial Center.

All credit card transactions are subject to a 3.10% credit card convenience fee.

 

How will I receive the certification?

After payment is processed, the documents and receipt may be picked up in-person from the Compiler’s Office, sent by email, or mailed using U.S. Postal Service upon payment of postage.

Requestors residing in the Republic of the Philippines may have the Compiler’s certification and statutes mailed to the Philippines using U.S. Postal Service Priority Mail, upon payment of the postage cost of approximately USD $ 50.00. Alternatively, requestors may make arrangements for delivery service (FedEx or DHL) directly with the provider, or authorize someone in Guam to pick up the documents for them.

 

Can the Compiler issue an apostille certificate?

No, the Compiler does not issue or process apostille certificates. Courts in the Philippines may require that the certification of divorce law and divorce law, be authenticated by an apostille certificate. However, in Guam, the apostille certificate is processed through the Guam Department of Administration.
